Alternatively, a port State control officer is deemed to be properly qualified if that person: .1 holds a relevant university degree or an equivalent training, and .2 has been trained and qualified at a school for ship safety inspectors, and .3 has served at least 2 years as a flag State surveyor dealing with surveys and certification in accordance with the relevant instruments.
