4. Article

1. (1)) The European Council has decided, in pursuit of the Common Foreign and Security Policy (CFSP) , to give the EU the capabilities required to take and implement decisions on the full range of conflict prevention and crisis management tasks defined in the TEU.
2. (2)) National decisions to send forces from Member States of the European Union (hereinafter 'Member States') into the territory of other Member States and to receive such forces from Member States in the context of the preparation and execution of the tasks referred to in Article 17(2) of the TEU, including exercises, will be taken in accordance with the provisions of Title V of the TEU, and in particular with Article 23(1) thereof, and will be the subject of separate arrangements between the Member States concerned.
3. (3)) Specific agreements will have to be concluded with the third countries concerned in the case of exercises or operations taking place outside the territory of the Member States.
4. (4)) Under the provisions of this Agreement, the rights and obligations of the parties under international agreements and other international instruments establishing international tribunals, including the Rome Statute of the International Criminal Court, will remain unaffected,
5. 1)) Eiropas Padome, ievērojot kopīgo ārpolitiku un drošības politiku (KĀDP), ir nolēmusi nodrošināt ES iespējas, kas vajadzīgas, lai pieņemtu un īstenotu lēmumus par visdažādāko konfliktu novēršanas un krīžu pārvarēšanas uzdevumiem, kā noteikts LES;
6. 2)) Lēmumus sūtīt spēkus no Eiropas Savienības dalībvalstīm (še turpmāk "dalībvalstis") uz citu dalībvalstu teritoriju un uzņemt šādus spēkus no dalībvalstīm saistībā ar LES 17.panta otrajā daļā minēto uzdevumu sagatavošanu un izpildi, tostarp mācībām, valstis pieņem saskaņā ar LES V sadaļas noteikumiem un jo īpaši ar tā 23.panta pirmo daļu, un attiecīgās dalībvalstis par to vienojas atsevišķi;
7. 3)) Gadījumā, ja mācības vai operācijas notiek ārpus dalībvalstu teritorijas, ar attiecīgajām trešajām valstīm slēdz īpašus nolīgumus;
8. 4)) Saskaņā ar šā nolīguma noteikumiem pušu tiesības un pienākumi saskaņā ar starptautiskajiem nolīgumiem un citiem starptautiskiem dokumentiem par starptautisko tribunālu izveidošanu, tostarp Starptautiskās krimināltiesas Romas statūtiem, netiek skarti;
