4. Article — :

1. Pastāvīgais birojs atrodas Hāgā. Tas sastāv no ģenerālsekretāra un četriem sekretāriem, kurus ieceļ Nīderlandes valdība, saņemot Pastāvīgās valdības komitejas iesniegumu. 2. Ģenerālsekretāram un sekretāriem ir jābūt ar atbilstošām juridiskām zināšanām un praktisku pieredzi. Tos ieceļot, ņem vērā arī ģeogrāfiskās pārstāvētības un speciālo juridisko zināšanu dažādību. 3. Sekretāru skaitu var palielināt pēc apspriešanās ar Padomi un saskaņā ar 9.pantu.
  1. a)) the preparation and organisation of the Sessions of the Hague Conference and the meetings of the Council and of any Special Commissions;
  2. b)) the work of the Secretariat of the Sessions and meetings envisaged above;
  3. c)) all the tasks which are included in the activity of a secretariat.
