4. Article — Institūta locekļi, asociētie locekļi un saistītie locekļi

1. Līgumslēdzējas puses ir Institūta locekles. 2. Par Institūta asociēto locekli var kļūt Eiropas valstu pētniecības institūti, izglītības iestādes, komercuzņēmumi, meža nozares valsts pārvaldes iestādes; nevalstiskās organizācijas un līdzīga rakstura institūcijas (turpmāk tekstā - Asociētie locekļi). Saistīto locekļu statusu var iegūt līdzīga rakstura institūcijas no citām valstīm, kas nav Eiropas valstis (turpmāk tekstā - Saistītie locekļi). Saistītie locekļi nevar piedalīties Institūta lēmumu pieņemšanas procesā.
  1. a)) provides relevant information for policy-making and decision-making in European countries relating to the forest and forest industry sector;
  2. b)) conducts research in the above-mentioned fields;
  3. c)) develops research methods;
  4. d)) organises and participates in scientific meetings; and
  5. e)) organises and disseminates knowledge of its work and results.
  6. a)) appoint members of the Board in accordance with Article 8, paragraphs 2 a), c) and d);
  7. b)) give assent to the appointment of the Director in accordance with Article 8, paragraph 4, subparagraph d);
  8. c)) set the policy framework for the work of the Institute;
  9. d)) take decisions on general issues of a technical, financial or administrative nature submitted by the Members, the Conference or the Board;
  10. e)) approve, by simple majority, such guidance as may be necessary for the functioning of the Institute and its organs; and
  11. f)) approve and amend, by a simple majority, its Rules of Procedure.
  12. a)) appoint the members of the Board in accordance with Article 8, paragraphs 2 b), c) and d);
  13. b)) determine the membership fees for the Associate and Affiliate Members;
  14. c)) make recommendations to initiate activities with a view to the realisation of the purposes of the Institute;
  15. d)) approve the audited financial statements;
  16. e)) approve the work plan for the following year submitted by the Board;
  17. f)) review and adopt the Annual Report on the Institute“s activities; and
  18. g)) approve and amend its Rules of Procedure.
  19. a)) within the policy framework laid down by the Council, establish and keep under review the administrative and research programme of the Institute's work;
  20. b)) subject to any guidance by the Council , adopt such internal regulations as may be necessary;
  21. c)) approve the budget and the accounts;
  22. d)) appoint the Director, subject to assent of the Council;
  23. e)) approve the admission and expulsion of Associate and Affiliate Members;
  24. f)) report to the Council and the Conference;
  25. g)) subject to any guidance by the Council, approve the agreement referred to in Article 12;
  26. h)) approve and amend its Rules of Procedure; and
  27. i)) establish the rules referred to in Article 7, paragraph 1.
  28. a)) Associate and Affiliate Members, by means of membership fees;
  29. b)) Members, through voluntary contributions if they so desire; and
  30. c)) such other sources as may present themselves.
