Detection and
prevention of infringements of customs rules
As the movement of goods and
people through the territory of the Republic of Latvia grows, the
number of possible infringements will increase. This will
necessitate either a considerable increase in staff or a change
in the way in which controls are applied. The former will not be
economical or efficient so the latter is inevitable. Therefore
the Customs Service will increasingly base its control on risk
analysis and post-import verification.
The Customs Service of the
Republic of Latvia has established mobile units, which are active
throughout the customs territory of Latvia. Such units need
extension and improvement of their working methods, for the
Customs Service to be able to effectively discover and prevent
fraud.
In order to facilitate the
determination of risk factors concerning goods, businesses,
private persons, and exporting countries, modern information
technologies will be applied. These include the Trade Information
Management System and the ASYCUDA++ declaration processing
system. A comprehensive information system will be established to
integrate all databases being at the disposal of the SRS, as well
as of other state law enforcement institutions.
The provision of accurate and
timely operational information is essential to the development of
risk analysis and profiling techniques. The National Customs
Board will ensure that, as far as possible, operational
intelligence is co-ordinated and made available to all officers
who have a legitimate need. In order to achieve this it will
develop mutual assistance agreements and memoranda of
understanding with foreign customs administrations.
