4. Article

Maksa 1. Izdevēja pasta administrācija brīvi izlemj, kādu maksu iekasēt naudas pārveduma izsniegšanas laikā. 2. Pasta naudas pārvedumiem, ko savstarpēji veic līgumslēdzēja valsts un trešā valsts ar citas valsts - Nolīguma puses - starpniecību, starpniecības pasta administrācija var noteikt papildu maksu, pamatojoties uz izmaksām, kuras tai radušās saistībā ar tās veiktajām darbībām; attiecīgās pasta administrācijas vienojas par šīs maksas apjomu, ko atskaita no pasta naudas pārveduma summas. Šo maksu var iekasēt arī no sūtītāja un piešķirt starpniekvalsts pasta administrācijai, ja attiecīgās pasta administrācijas par to ir vienojušās. 3. Nekādu maksu neiekasē par dokumentiem, veidlapām un maksājuma uzdevumiem, kas attiecas uz pasta naudas līdzekļu pārvedumiem un kurus pa pastu savstarpēji pārsūta pasta administrācijas saskaņā ar RL 110. panta un 111. panta nosacījumiem.
  1. a)) countries which have membership status at the date on which the Constitution comes into force;
  2. b)) countries admitted to membership in accordance with article 11.
  3. a)) the territories of member countries;
  4. b)) post offices set up by member countries in territories not included in the Union;
  5. c)) territories which, without being members of the Union, are included in it because from the postal point of view they are dependent on member countries.
  6. a)) a the expenditure of the Union may reach annually;
  7. b)) the expenditure relating to the organization of the next Congress may reach.
  8. a)) proposals which reach the International Bureau at least six months before the date fixed for Congress shall be accepted;
  9. b)) b no drafting proposal shall be accepted during the period of six months preceding the date fixed for Congress;
  10. c)) proposals of substance which reach the International Bureau in the interval between six and four months before the date fixed for Congress shall not be accepted unless they are supported by at least two postal administrations;
  11. d)) proposals of substance which reach the International Bureau in the interval between four and two months preceding the date fixed for Congress shall not be accepted unless they are supported by at least eight postal administrations; proposals which arrive after that time shall no longer be accepted;
  12. e)) declarations of support shall reach the International Bureau within the same period as the proposals to which they refer.
