15. Article

15.1. Šis Nolīgums stājas spēkā dienā, kad pa diplomātiskajiem kanāliem saņemts pēdējais rakstiskais paziņojums par to, ka Puses ir izpildījušas attiecīgās iekšējās procedūras, lai šis Nolīgums varētu stāties spēkā. 15.2. Šis Nolīgums ir noslēgts uz nenoteiktu laiku. Puse var izbeigt šī Nolīguma darbību, rakstiski informējot pa diplomātiskajiem kanāliem otru Pusi. Šādā gadījumā šī Nolīguma darbība izbeidzas sešus mēnešus pēc paziņojuma par tā darbības izbeigšanu saņemšanas dienas. 15.3. Šī Nolīguma darbības izbeigšana neietekmē programmu un projektu īstenošanu, par kuriem notikusi vienošanās tā darbības laikā, ja vien Puses nevienojas citādi. Latvijas Republikas valdības vārdā Krievijas Federācijas valdības vārdā AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF LATVIA AND THE GOVERNMENT OF THE RUSSIAN FEDERATION ON COOPERATION IN THE FIELD OF TOURISM The Government of the Republic of Latvia and the Government of the Russian Federation hereinafter referred to as "the Parties", expressing the desire to strengthen friendly relations between the people of the Republic of Latvia and the Russian Federation and to promote a better knowledge of history and cultural heritage of both countries, realizing that tourism is an important means of strengthening mutual understanding, expressing goodwill and fostering friendly relations between people, recognizing the significance of tourism development and contribution of tourism in the economic, cultural and social life of the countries, have agreed as follows: Article 1 The Parties shall strengthen and develop cooperation in the field of tourism on the basis of equality and mutual benefit, in accordance with this Agreement and complying with all commitments following from international agreements binding to the Parties and national legislation of both countries. Article 2 The Parties shall assist their national tourism authorities in establishment of contacts and development of cooperation between Latvian and Russian tourism organizations involved in development of international and local tourism, including those investing in tourism sector. Article 3 The Parties shall promote, through their national tourism authorities, both organized group and individual tourism, as well as the exchange of specialized groups to attend tourism-related symposia and congresses. Article 4 The Parties, through their national tourism authorities, shall assist in participation of Latvian and Russian tourism organizations in international tourism exhibitions held at the support of the national tourism authorities of' the Parties. Article 5 5.1. The Parties shall foster mutual exchange of information among the competent state authorities in case of emergency situation threats in the territory of their countries. 5.2. The Parties, through their competent state authorities, shall act to protect the interests and ensure the security of the nationals of the Parties located in the territory of the other Party's country, inter alia to apply the measures for the evacuation in case of emergency situation. Article 6 The Parties shall encourage their national tourism authorities to exchange information in the field of tourism, including information concerning: — legislation and other statutory acts regulating tourist activities in their countries; — tourism state policy planning; — legislation of protection and preservation of natural and cultural resources of tourist sights; — statistical information in the field of tourism; — favoring of competitiveness and sustainable development of tourism; — development of the quality of tourism services and tourism safety and security; — management of tourist service providers. Article 7 The Parties shall coordinate their national tourism authorities' cooperation within the framework of the United Nations World Tourism Organization and other international tourism related organizations. Article 8 8.1. The Parties, through their national tourism authorities, shall assist the establishment of contacts and development of cooperation between Latvian and Russian tourism organizations involved in training staff for tourism industry, as well in exchange of experts and journalists specializing in tourism. 8.2. The financial conditions of the visits and exchange of experts shall be agreed upon on a case by case basis between the national tourism authorities of the Parties. Article 9 9.1. The Parties shall assist their national tourism authorities in the establishment of tourist offices in the territory of the Parties. 9.2. Issues relating to the establishment and activities of the offices shall be agreed upon between national tourism authorities of the Parties and shall be subject to the legislation of the host state. Article 10 The Parties shall assist, through their national tourism authorities, in informing nationals of their states going on tour to the other Party's country, about that Party's national legislation regulating entry, stay and return of foreigners. Article 11 11.1. With the aim to favor implementation of this Agreement the Parties shall establish a Joint Tourism Committee hereinafter referred to as "the Committee". The Committee shall be responsible for elaboration of joint proposals and program as well as supervision of their implementation. 11.2. The Committee shall consist of equal number of officials responsible for the tourism of each Party. The Parties may invite experts and representatives of the private sector of both countries to participate in the work of the Committee. 11.3. The meetings of the Committee shall be organized as deemed necessary, alternately in the Republic of Latvia and the Russian Federation. Article 12 The Parties shall notify each other through the diplomatic channels about the national tourism authorities responsible for the realization of this Agreement. Article 13 Any disputes related to implementation and interpretation of this Agreement shall be solved by means of negotiations and consultations within the framework of the Committee. Article 14 This Agreement may be amended upon agreement of the Parties, which form an integral part of this Agreement and shall enter into force in compliance with the procedure stipulated in Article 15 of this Agreement. Article 15 15.1. This Agreement shall enter into force on the date of receipt the last written notification through diplomatic channels of the completion by the Parties of their respective domestic procedures required for its entry into force. 15.2. This Agreement is concluded for an indefinite time. A Party may terminate this Agreement by giving a written notice through diplomatic channels to the other Party. In such case this Agreement shall expire six months after the date of receipt of the notice of termination. 15.3. The termination of this Agreement shall not affect the implementation of programs and projects that may be agreed upon during its validity period, unless the Parties agree otherwise. Done in on , in two copies, each in the Latvian, Russian and English, all the texts being equally authentic. In case of divergence of interpretation of this Agreement the English text shall prevail.
