Meetings of the PKD Board 5.1 The PKD Board should meet as often as circumstances require, but not less frequently than once a year. 5.2 The President of the Council of ICAO and the Secretary General will be permitted to participate in meetings of the PKD Board but will not have the right to vote. Members of the Council may attend meetings of the PKD Board as observers.
