NOBEIGUMA NOTEIKUMI
8.1. SM stājas spēkā pēdējā paraksta dienā. Tas paliek spēkā
uz nenoteiktu laiku, ja vien kāds no Dalībniekiem otram rakstiski
6 (sešus) mēnešus iepriekš nepaziņo par savu nodomu SM
izbeigt.
8.2. Neatkarīgi no SM izbeigšanās spēkā paliek 5.panta
(Informācijas aizsardzība) nosacījumi, 4.panta (Finansu aspekti)
un 6.panta (Domstarpību risināšana) nosacījumi paliek spēkā līdz
visi nenokārtotie maksājumi un prasības ir nokārtotas.
8.3. SM var grozīt jebkurā laikā, Dalībniekiem savstarpēji
rakstiski vienojoties un tie stāsies spēkā parakstīšanas
dienā.
Parakstīts 2 (divos) oriģinālos eksemplāros angļu valodā, pa
vienam katram Dalībniekam.

MEMORANDUM OF
UNDERSTANDING BETWEEN THE MINISTRY OF DEFENCE OF THE
REPUBLIC OF LATVIA AND THE MINISTER OF DEFENCE OF THE KINGDOM OF
BELGIUM ON COOPERATION IN THE FIELD OF DEFENCE AND MILITARY
RELATIONS
The Ministry of Defence of the Republic of Latvia and the
Minister of Defence of the Kingdom of Belgium, hereinafter
referred to as "the Participants",
Referring to the provisions of the North Atlantic Treaty,
dated 4th April, 1949;
Having regard to the Agreement between the Parties to the
North Atlantic Treaty regarding the status of their Forces
(hereafter - NATO SOFA), signed in London on 19th
June, 1951;
Contributing to the enhancement of international security and
stability within the framework of the Charter of the United
Nations' (UN), the Organization for Security and Cooperation in
Europe (OSCE), the North Atlantic Treaty Organization (NATO) and
the European Union (EU);
Willing to intensify their good and cordial relations;
Desiring to complement and reinforce cooperation on subjects
of common interest;
Have reached the following understanding:
SECTION 1
GENERAL INFORMATION
1.1 This Memorandum of Understanding concerning defence and
military relations (hereinafter referred to as "the MoU")
establishes the framework for cooperation in defence and military
matters between the Participants in areas of mutual interest.
1.2 This MoU will not affect commitments resulting for each
Participant from other existing bilateral or multilateral
international agreements.
SECTION 2
AREAS AND FORMS OF COOPERATION
2.1 Cooperation will be carried out by the Participants in
English within the limits of their internal competences in the
following areas:
a) defence policy and planning and military aspects of
security;
b) military education and training;
c) military capability development;
d) logistics and procurement;
e) humanitarian, peacekeeping and crisis management
operations;
f) other areas upon mutual consent of the Participants.
2.2 The forms of cooperation can be as follows:
a) official visits, working meetings and seminars;
b) consultations, exchange of experience;
c) military training and exercises;
d) exchange of information, material and personnel;
e) cultural and sports activities;
f) other activities upon mutual consent of the
Participants.
2.3 In order to fulfill provisions of this MoU and to
implement the cooperation in the areas mentioned in this Section,
the Participants may conclude specific arrangements or
protocols.
SECTION 3
PLANNING
The Participants will agree on common activities for the next
year and, if necessary, may prepare a detailed plan of
cooperation by the end of each year.
SECTION 4
FINANCIAL ASPECTS
The Participants will bear their own expenses in relation to
the implementation of this MoU unless decided otherwise.
SECTION 5
PROTECTION OF INFORMATION
The Participants guarantee the protection of information
exchanged during the implementation of this MoU. Classified
information generated or exchanged as a result of the
implementation of this MoU will be treated in accordance with the
provisions as set forth in respective international agreements in
force for the Participants.
SECTION 6
SETTLEMENT OF DISPUTES
Any dispute regarding the interpretation or implementation of
this MoU will be settled amicably through consultations and
negotiations between the Participants.
SECTION 7
CLAIMS AND LIABILITIES
7.1 Where NATO SOFA is applicable, claims and liabilities
arising out of or in connection with this MoU will be dealt with
in accordance with the NATO SOFA.
7.2 Where NATO SOFA is not applicable, claims and liabilities
arising out of or in connection with this MoU will be dealt with
in accordance with applicable national and international law.
SECTION 8
FINAL PROVISIONS
8.1 This MoU will come into effect on the date of the last
signature. It will remain in effect for an unlimited period of
time, unless either Participant notifies the other in writing 6
(six) months in advance of its intention to terminate the
MoU.
8.2 Notwithstanding the termination of this MOU, the
provisions of Section 5 (Protection of Information) will remain
in effect and the provisions of Section 4 (Financial aspects) and
Section 6 (Settlement of Disputes) will remain in effect until
all outstanding payments and claims are settled.
8.3 The MoU may be amended at any time by mutual written
consent of the Participants and will come into effect on the date
of signing.
Signed in 2 (two) originals in the English language, one for
each Participant.
