10. Article

Paragraph 2 of Article 21 of Protocol B shall be amended to read as follows: "2. An invoice declaration may be made out if the products concerned can be considered as products originating in an EFTA State,. in Latvia or in one of the other countries or the European Community as referred to in Articles 3 and 4 and fulfil the other requirements of this Protocol."
