4. Article

Visas publisko bezvadu telegrāfijas stacijas, kuras izveidojusi Norvēģijas valdība vai ar tās atļauju tiks izveidotas 1. pantā minētajās teritorijās, pamatojoties uz absolūtas vienlīdzības principu, vienmēr būs pieejamas saziņai jebkuras Augstās Līgumslēdzējas puses valstu karoga kuģiem un to valstspiederīgajiem, saskaņā ar nosacījumiem, ko paredz 1912. gada 5. jūlija Bezvadu telegrāfijas konvencija vai cita starptautiskā konvencija, kas varētu tikt pieņemta, lai to aizstātu. Ievērojot starptautiskās saistības karastāvokļa gadījumā, zemes īpašnieki vienmēr varēs brīvi izveidot un savām vajadzībām izmantot bezvadu telegrāfijas iekārtas, pa kurām brīvi varēs sazināties privātos jautājumos ar fiksētajām vai mobilajām bezvadu stacijām, tostarp tām, kas atrodas uz kuģiem un lidaparātiem.
