3. Article

If the Insurer who has insured the liability of the guilty party is unknown or such liability has never been insured, the insurance event shall be immediately reported to the Traffic Bureau or to any other Insurer. The Traffic Bureau shall find out the name of the Insurer who has insured such liability and shall report it to the victim.
