Fitosanitārā sertifikācija 1. Katra līgumslēdzējpuse nodrošinās fitosanitāro sertifikāciju, ar mērķi pārliecināties, ka eksportējamie augi, augu produkti un citi kontrolējamie priekšmeti un kravas atbilst sertificēšanai saskaņā ar šī panta otrās daļas (b) punkta prasībām.. 2. Katra līgumslēdzējpuse nodrošinās fitosanitāro sertifikātu izdošanu atbilstoši šādiem noteikumiem: a) pārbaudes vai ar fitosanitāro sertifikātu izdošanu saistītas darbības var veikt vienīgi oficiālā nacionālā augu aizsardzības organizācija vai tās vadībā. Fitosanitāros sertifikātus drīkst izdot vienīgi valsts ierēdņi, kuri ir tehniski kvalificēti un oficiālās nacionālās augu aizsardzības organizācijas pietiekoši pilnvaroti veikt kontroli, ar tādām zināšanām un informāciju, lai līgumslēdzējpuses, kas importē, pilnvarotais ierēdnis var atzīt fitosanitāros sertifikātus ar pārliecību, ka dokuments ir ticams; b) fitosanitārie sertifikāti vai to elektroniskie veidi, kurus līgumslēdzējpuse, kas importē akceptēja, ir jābūt sagatavotiem saskaņā ar šīs Konvencijas pielikumā minētajiem norādījumiem. Šos sertifikātus izdod ņemot vērā starptautiskos standartus; c) neapstiprināti grozījumi vai dzēsumi padarīs sertifikātus par spēkā neesošiem. 3. Katra līgumslēdzējpuse apņemas nepieprasīt augu, augu produktu un citu kontrolējamo priekšmetu importēšanu tās teritorijā ar fitosanitāriem sertifikātiem, kas neatbilst šīs Konvencijas pielikumā minētajam paraugam. Jebkuriem papildus deklarācijas pieprasījumiem ir jābūt minimāliem un tehniski pamatotiem.
