Novēršana 1. Puses veic attiecīgus pasākumus rūpniecisko avāriju novēršanai, ieskaitot pasākumus, kas liek operatoriem darboties tā, lai samazinātu rūpniecisko avāriju risku. Šādi pasākumi var būt tie, kas minēti šīs Konvencijas 4. pielikumā, bet ne tikai tie. 2.
